The PATTAF Workforce Development Strategy (2007-2008) takes into account the overall external environment in PNG as it impacts on PATTAF’s charter and resource capacity to contribute to workforce development priorities. The Strategy is based on extensive consultation with stakeholders to determine how the Facility can best support the Government of Papua New Guinea’s workforce development priorities and initiatives.  
The Workforce Development Strategy (2007-2008), as approved by PATTAF’s Facility Advisory Board, sets out the development context and external influences that determine the choice of Facility activities and targeted projects. It is designed to ensure that the most effective use is made of the resources available to PATTAF to support workforce development priorities in both the public and the private sectors.
The Workforce Development Strategy (2007-2008) is not a static document. Continuous review of priorities is undertaken to ensure that the Facility is responsive and flexible in the implementation of targeted workforce development priorities. Monitoring during implementation includes a review of external influences and requests that arise outside of the targeted initiatives.

Public Sector Workforce Development Program

The Public Sector Workforce Development Program (previously the Public Sector Workforce Development Initiative – PSWDI) is PNG-owned and led and seeks to encourage a whole-of-government commitment to public sector workforce development in PNG at all levels. The goal of the Public Sector Workforce Development Program is to improve the performance of public administration and its ability to deliver basic services effectively to the citizens of Papua New Guinea. PATTAF has provided assistance to the PSWDP cross-agency working groups on a range of activities in support of the PSWDP including:

Executive Development Scoping

This activity produced a situational analysis, research and scoping on Executive Development for presentation to the PSWDP Secretariat. Part One of the study comprises an analysis of the existing Senior Executive Service and the current system of appointing and managing departmental heads. Part Two of the study includes options for a service-wide executive development program. The study includes a draft competency framework for the PNG executive service.

Induction and New Basics

Under the Workforce Development Strategy (2006-2007) and in consultation with the (then) Public Sector Workforce Development Initiative (PSWDI) and the New Basics Working Group (NBWG) the Induction and New Basics materials were developed under a sub-contracted activity approved by the PATTAF Facility Advisory Board. In addition to funding, PATTAF provided detailed scoping of services, technical advice on implementation, contract supervision and quality assurance. The activity was carried out in close consultation with the PSWDI Secretariat and in particular under the strategic leadership and guidance of the Chair of the Induction and New Basics Working Group.  At the specific request of PSWDI, PATTAF developed a draft Scope of Services for the development of subsequent New Basics modules for contracting under CSTB by DPM.

INDUCTION AND NEW BASICS MATERIALS

Induction and New Basics refers to a set of work-based training modules developed specifically for the PNG Public Service. Learning Modules are purpose designed for work-based delivery through supervisor coaching and mentoring. The materials were designed for flexible multi-purpose delivery ranging from self-study, one-to one supervisor/subordinate and/or small group coaching, to trainer and HR manager workshops.

Induction and New Basics modules are intended for public service classification levels 1 to 14. The focus of the modules is to improve the performance of public administration and GoPNG ability to deliver basic services.

The Induction Course for Public Servants consists of three units:

  • Orientation to the Public Service
  • Orientation to the Agency
  • Orientation to the Job

The Induction Course for Public Servants is supported by a Trainer Guide, Learner Guide, Pocket Guide and Wall Charts.
The New Basics Framework comprises ten learning Modules. They are:

  • Public Service Procedures and Ethics
  • Routine Workplace Communication and Time Management
  • Effective Communication
  • Information Management
  • Office Skills
  • Asset Management
  • Human Resource Management
  • Supervising People and Teams
  • Supervising Work
  • Supervising Performance

The three New Basics modules completed under the Workforce Development Strategy (2006-2007) are:

  • Routine Workplace Communication and Time Management
  • Supervising People and Teams
  • Supervising Performance

Each module is supported by a Trainer Guide, Learner Guide, Pocket Guide and Wall Charts.
Additional Modules are currently in the planning and development stage contracted by DPM through CSTB.

All other sub-contracted Training Materials and/or Completion Reports developed under PATTAF Workforce Development Strategy since 2002 are made available on the Facility website or on request from the PATTAF office as a resource/information base for training and development professionals as endorsed by our governing body, the Facility Advisory Board.

Provincial Performance Improvement Initiative

The Provincial Performance Improvement Initiative (PPII) is a GoPNG initiative coordinated through DPLGA to strengthen the capacity of Provinces, Districts and LLG’s to deliver against their responsibilities. The overarching goal of the PPII is to improve service delivery performance within available budgetary resources. In consultation with DPLGA, ASFII and AusAID, PATTAF has engaged strategically and constructively with the PPII to identify areas where PATTAF resources and expertise can be most effectively applied to enhance the competencies of the public service professionals at the Provincial, District, and LLG levels.

PPII Executive Development Program for District Level Executives

On behalf of Provincial Performance Improvement Initiative (PPII) PATTAF managed the implementation of Phase 1 of an executive development program for the sub-national public service in 2008. The activity involves cross-program support for the Sub National Strategy (SNS) and direct support for both the (PPII) and the Public Sector Workforce Development Program. Two GoPNG Central Agencies were key stakeholders in the activity: the Department of Provincial and Local Government Affairs (DPLGA) and the Department of Personnel Management.

The overall development objective for the activity is to contribute to improved delivery of services at the sub-national level through more efficient and effective public administration.

Phase 1 of the program focussed on the improvement of District level management, operations and service delivery. This required the development of practical job-related executive competencies in the areas of District planning, budgeting and overall project and program management in the context of District and Local Level Government.

Under Phase 1 four units have been designed, developed and trialled. They are:

  • Strategic and coordinated Development Planning, Monitoring and Reporting
  • Budget Management
  • Program and Project Management
  • Interface and Collaboration with Elected Members

Strongim Gavman Program

The Governments of Papua New Guinea and Australia agreed at the April 2008 Ministerial Forum in Madang to implement the Strongim Gavman Program (SGP), a successor to the Enhanced Cooperation Program (ECP). The SGP has a greater focus on skills transfer, assigning of counterparts to Australian Government (GoA) officials who will mentor them, and clear linkages to twinning and short-term staff exchanges.  The SGP has a capacity building focus that implements the recommendations of the SGP Capacity Building Framework (CBF). 
The Papua New Guinea-Australia Targeted Training Facility (PATTAF) is managing the development of the Capacity Building Strategy for the Strongim Gavman Program (SGP). This includes recruitment of appropriate capacity building experts and development of an Implementation Plan for the SGP Capacity Building Framework. Part of the work includes progressive re-scoping of SGP positions.

Leadership Support Initiative
PATTAF, on behalf of AusAID and other development partners, manages the delivery of the Leadership Support Initiative . The overarching objective of the Leadership Support Initiative is to support Goal 3 of the PNG National Strategic Plan for HIV and AIDS (2006-2010) which is to Encourage politicians and leaders at all levels of society to give a high profile to the national response by fostering political and leadership commitment at all levels of society.

Australian Scholarships

Australian Scholarships is an initiative of the Australian Government to promote sustainable development and excellence in education in the Asia-Pacific region.
Scholarships are awarded annually to Papua New Guinean citizens to provide educational and professional development opportunities to support growth in the region and to build enduring links at the individual, institutional and country levels.

Open and Distance Learning

PATTAF has piloted flexible mixed mode Open and Distance Learning (ODL) methodologies in PNG under the Virtual Colombo Plan (VCP).  The pilots were conducted using information and communications technology (ICT) where possible and in a capacity building partnership between Australian and PNG Universities.
Subsequent tracer studies and value-for-money assessments report very favourably on the VCP or Open and Distance Learning (ODL) methodology as a highly effective capacity building strategy for both people and institutions in Papua New Guinea.
